Bill would prohibit grand jury proceedings in officer-related shooting deaths

A Missouri lawmaker has filed legislation that would make an appellate court to be responsible for cases involving law enforcement-related shooting deaths. Representative Brandon Ellington wants the appellate court to determine if there is enough evidence for an indictment.
