COLUMBIA, Mo. (KMIZ)

Columbia police arrested a 21-year-old man Thursday on suspicion of shooting another man the night before.

Michael Proctor Jr. was arrested by Columbia Police Department officers in connection with the Wednesday night shooting on Madison Street, a CPD news release states. Police arrested Proctor on suspicion of first-degree assault, armed criminal action and unlawful use of a weapon.

Proctor was listed on Boone County Jail roster on Thursday night. Jail records indicate he is being held without bond.

Charging information was not available Thursday evening in online court records.

Officers were sent to the 1100 block of Madison Street at about 5:45 p.m. Wednesday and found a man who had been shot. An ambulance took him to a hospital. His injury was not life-threatening, police say.

Police cleared the scene at about 8 p.m. after demanding a person come out of a house. Missouri State Highway Patrol troopers assisted police.

A public safety alert was also issued to some residents’ cellphones, stating there is an “active situation with a subject in the 1100 block of Jefferson. Residents should avoid the area and remain indoor if nearby. Law enforcement is on the scene. Updates will be provided as more information becomes available. Please stay clear for your safety and allow emergency responders to operate."

A second notification that gave the "all-clear" was sent around 8:20 p.m.
