Huntsville receives audit results

The results of a signature petition audit of the city of Huntsville were made public Wednesday evening.

The audit gave an overall grade of ‘good’ even though it pointed out several concerns. The audit found that the Park and Recreation Advisory Board was not operated in compliance with city code. One example of this was when the Park Board President was removed without the consent of the City Council.

The audit also pointed out that the city was not in compliance with state laws that require annual budgets to contain a budget message and debt service information. The city also failed to prepare budget amendments prior to exceeding expenditure totals. The city would make all of the budget amendments at year end instead.

The city also failed to conduct proper cemetery controls and procedures and failed to have procedures in place to ensure council candidates were qualified to hold the seat in the first place. The city also made year-end payments to city employees that appeared to be bonuses, which is a violation of state law.
