Sex offender charged; allegedly exposed himself near library, within 500 feet of school

A registered sex offender faces a pair of charges after allegedly exposing himself near a library and school last weekend.
James Eugene Logan, 36, is charged with first-degree sexual misconduct and being a sex offender who is physically present within 500 feet of a child-care facility, both misdemeanors. Logan is being held without bond at the Boone County Jail. An arraignment was held Friday at the Boone County Courthouse.
Columbia police were called on Saturday, April 8, to Daniel Boone Regional Library at 100 West Broadway Street. Logan was seen at the bus stop at the front of the library with his penis exposed, according to the probable cause statement.
An off-duty officer said in the probable cause statement that Logan was walking in front of the library and “fondling” his penis in the view of others. Logan is a registered sex offender and was also allegedly within 500 feet of Grant Elementary.
