Missouri Voters reject Amendment 1 and approve Amendment 4 in August primaries

Two different Congressional Amendments made their way onto ballots in Tuesday's August Primaries with millions of Missouri voters making their opinions known.

Here is what showed on the ballot:

"Shall the Missouri Constitution be amended to allow places where individuals, corporations, organizations, and associations provide childcare outside of the child's home to be exempt from property tax? This is intended to make childcare more available, which would support the well-being of children, families, the workforce, and society as a whole. State governmental entities estimate the state's Blind Pension Fund could have annual lost revenue of up to $400,000. Local governments expect an unknown fiscal impact."

The results show that 55% of Missourians voted "No" and opposed allowing childcare establishments to be exempt from property tax, 45% voted "Yes."

Congressional Amendment 1 is regarding property tax exemption for childcare establishments. If it would have been approved, it would have allowed the General Assembly to exempt from property tax all real and personal property used primiarly for the card of a child outside of his or her home.

Amendment 4, if approved by the voters, provides an exception to allow for a law that increases minimum funding, if increased before December 31, 2026, for a police force established by a state board of police commissioners to ensure they have additional resources to serve their communities.

This vote was closer than the votes for Amendment 1, 51% of people voted "Yes" to increase funding for the Kansas City Police Department, with 49% voting "No."

This approval by voters increases the funds from 20% to 25% which is just over $38.7 million.

Also on the Election Day ballot was the race for Sheriff in Boone and Callaway Counties. In the race for Boone County Sheriff, both candidates were Democrats and in Callaway County both were Republican. This means the winner is now Sheriff of those counties and will run unopposed in November.

For the Democratic Primary for Boone County Sheriff, incumbent Dwayne Carey won 82% of the vote while opponent Charles Blair won 18% of the vote. Carey and Blair previously ran against each other in 2020, where Carey won 67% of the vote.

Darryl Maylee has won the Republican Primary vote for Callaway County Sheriff, beating Victor Pittman by 56% of votes. Maylee took over as Interim after former Sheriff Clay Chism had his peace license revoked.
