Apartment complex did not warn residents of peeping tom incidents

Managers of Hawthorne Park Apartment in Jefferson City did not send any message to their residents warning them of several incidents of sexual misconduct.

Anthony Craig, 19, was arrested Friday on suspicion of repeatedly watching others in the complex secretly while masturbating outside their windows. He is charged with several crimes, including six counts of sexual misconduct.

The earliest charge, according to online court records is dated Aug. 21 exactly one month before his arrest.

Court documents show the Jefferson City Police Department received their sixth complaint from residents of Hawthorne Park Apartments. Police Sgt. Mike Ottolini said the department was in contact with a female manager at the complex for several days leading up to Craig’s arrest.

The complaints described “a male looking through windows, exposing his penis, and masturbating,” according to court documents.

One resident, who requested to remain anonymous for fear of retaliation against them and their family, said they complained to the office twice after Craig exposed himself to them on Sept. 9.

“I personally complained. I called them September 10th,” they said. “(The managers) said they would take care of it.”

Managers at the complex told ABC 17 News that they were unaware of an increase in patrol officers, which was described in a police statement released when Craig was arrested.

Chris, a manager at the complex who did not provide his last name, said they did not receive “any information” from residents or police on the incidents.
