City workers filed incomplete inspection of now-crumbled building

The partially-collapsed building on Madison Street in Jefferson City was not fully inspected when it was renovated five years ago, according to Larry Burkhardt, the head of Building Regulations in Jefferson City.

When a citizen or company files a construction permit with the city, the building regulations department follows up the work with an inspection. The main tenants of the inspection are electrical, plumbing, and framing, which concerns how structurally sound the building is.

In 2013, after the 3rd floor of 200 E. High Street was renovated by the owner, Neidert Properties LLC, the city completed what was supposed to be a routine inspection.

ABC 17 News submitted a Sunshine Request to Jefferson City for the 2013 inspection report, and found that no check of the structure of building was ever conducted.

Burkhardt, who was brought in as the city’s first building official ever in 2014, gave the 2013 report a poor rating.

“I like to be a perfectionist, so I’d say that’s a one [out of 10],” Burkhardt said.
