Person from Ashland charged with domestic assault after cutting into victim’s legs

A person from Ashland has been charged with four counts of domestic assault after allegedly tying up a victim and cutting into the victim’s thighs.

The incident lasted from March 25 to March 27 at a home in Ashland. Joshua Welch tied up the victim and cut the victim’s right thigh 27 times and left thigh 6 times. The victim’s left thigh needed five sutures to close. Welch also carved a capital letter “J” into the victim’s right thigh.

The victim barricaded themselves in an unused bedroom in the home. Welch forced into the room, ripping the lower hinges of the door off the frame. Welch then choked the victim, causing pain and fear.

The victim suffered many additional injuries, and Welch has not yet made a statement.
