Assault suspect charged in Jewell Avenue standoff

The suspect in the Jewell Avenue standoff has been charged with domestic assault.

ABC 17 News previously reported Joshua Fay kicked a female victim in the head, dragged her across the floor by her hair, choked her, twisted her neck and threatened to kill her before she was able to escape.

According to the probable cause statement, Fay became angry with the victim because she did not provide him money in exchange for drugs.

Neighbors reported to investigators there was a history of domestic incidents between Fay and the victim.

Police said while they attempted to contact Fay at the home, they heard what they thought was a shotgun being racked from inside. They said Fay was considered to be armed and dangerous so Crisis Negotiation and Special Weapons and Tactics teams were called to assist.

Police said after more than two hours of attempting to make contact with Fay, he eventually voluntarily surrendered and was detained without further incident.

As of Monday, Fay is still in the Boone County Jail with a $100,000 bond.
