Moberly man arrested, accused of raping family member

The Missouri State Highway Patrol arrested Jeffrey Howard on Thursday after they responded to a sexual assault investigation in Moberly.

According to a probable cause statement in August, Howard had sexual intercourse with a family member at a residence in Moberly.

Troopers said in September, Howard had sexual intercourse with the same family member.

The victim told troopers she attempted to push Howard off her, however, he held her arms down during the sexual intercourse.

Troopers said the last incident occurred on Wednesday where Howard had sexual intercourse with the victim.

The victim told troopers she did not give consent to any of the sexual acts.

On Thursday, troopers said Howard admitted to having consensual sex with the victim.

Howard is charged in Randolph County with three counts of incest, first-degree rape, second-degree rape, and second-degree sodomy.
