Fulton residents, family wanting answers from CCSS after failure of oversight in Second Chance

Carl DeBrodie’s family members and a former guardian continue to wait for answers about his death.

Callaway County Special Services allowed the public to speak just days after the organization admitted there was failure in oversight of Second Chance.

DeBrodie’s former guardian, family members and a Callaway County resident spoke during the public comment portion.

Janine Butcher, Carl DeBrodie’s cousin, was the first to speak to the CCSS board and expressed concern as to why no one was monitoring the case manager, who ABC 17 News confirmed was let go.

“Is someone else out there missing? I think that’s what we all want to know.”

Mary Martin, former guardian of DeBrodie, said she blames CCSS, Second Chance’s owner and Karen Digh-Allen for not looking after her child.

Donna Montague, of Callaway County who is the mother of a daughter with Down syndrome said she is fearful for what else could be going on and what services could be in the future in Callaway County.

“I’m the parent of a child with a disability and I live in Callaway County and I’m scared,” Montague said.

The board did not comment after the public comment portion was done. Board Chairman, Paul Craghead said at the beginning of the meeting, “Tonight, we will not make any statement either before, during or after the meeting about anything having to do with any investigation.”

The open meeting lasted about 15 minutes and then went into closed session for more than an hour.

After the closed session meeting was over, ABC 17 News asked Craghead if the organization had any comment regarding changes they have made. Craghead said he had no further comment.
