Standoff Ends in Moberly

***UPDATE 6:30 P.M.***Randolph County prosecuting attorney Mike Fusselman tells ABC 17 News he’s looking into charges for the two. He says Richard Roe is currently on probation and the courts will likely revoke that and send him to prison in Fulton.Moberly police received a tip that two fugitives were inside this home this morning. Police quickly surrounded the home and called the highway patrol to help out. They say they immediately contacted the two and tried to convince them to surrender.”Anytime we’re dealing with any type of felony fugitive not only for the safety of officers, the safety of the public and safety of those being apprehended, we want to have all available resources,” Missouri Highway Patrol Sgt. Brent Bernhardt explains.Every neighbor we talked with say they seemed like average people. They say there were only a few times they could actually recall seeing them out.”I’d say they moved in probably a month or two ago, and outside of going to work or whatever, or taking their dogs out I never did see much of them,” neighbor Jordan Clinton said.We looked further into the Roe’s background. Richard is charged with assault on a law enforcement officer and armed criminal action for an incident earlier this month. He and his wife are also charged with possession of a controlled substance and maintaining a public nuisance for an August incident.***UPDATE 1:30 P.M.***The standoff in Moberly is over. Police confirmed with ABC 17 News that Richard and Cathy Roe are in custody. Richard Roe surrendered at 1:15 p.m. this afternoon and Cathy Roe turned herself in a short time later. Police say both gave up peacefully.***ORIGINAL STORY***Officers are involved in an active standoff on Franklin Street in Moberly. Richard and Cathy Roe are said to be inside. The couple has been wanted by police with felony warrants since earlier this month.Neighbors in the area called ABC 17 News. They say police are pointing rifles at the home. During the call, we could hear officers ordering the caller to stay in his home.Missouri Highway Patrol Sergeant Bernhardt confirms they are working with Moberly Police to catch the two fugitives. Patrol’s SWAT team is on the scene, along with numerous other law enforcement officers. Bernhardt says investigators are communicating with the fugitives, and hope for a peaceful resolution.Earlier this month, Moberly police told us they were looking for the Roes in a drug case.
