Hallsville requests proposals from three companies for sewer system

Hallsville city leaders contacted three utility companies for proposals in the potential sale of the city’s sewer utility.

Hallsville City Administrator Kenyetta Ridgway-Sample said the companies were recommended to the city by the Missouri Department of Natural Resources. The Boone County Regional Sewer District, Liberty Utilities and Central States Water Resources were all contacted by Hallsville.

Each of the utility companies serves customers in Missouri. The Boone County Regional Sewer District serves 103 subdivisions surrounding Columbia. Liberty Utilities serves nearly 800,000 customers across 13 states. Including several cities in Mid-Missouri. Central States Water Resources is based in St. Louis and services customers around the state.

A Hallsville records request shows the sewer utility has generated a little more than $100,000 since 2014. Hallsville spent $1,276,234 on the sewer system and brought in $1,376,719 over the past five years. A 2018 report shows the sewer utility is more than $1.3 million in debt that will be paid off by 2033.

Hallsville residents will decide Nov. 5 if the city will sell off the community utility. The vote needs a simple majority to pass.
