Boone County House candidate files ethics complaint against opponent; opponent says he reported limited activity

The Democratic candidate for the 50th House District has filed a campaign finance complaint against his Republican opponent, his campaign said in a news release Monday.
Doug Mann's campaign said in the release that Republican James Musgraves failed to file a financial report that is required eight days before the primary, which fell on Aug. 2 this year. The report captures the period leading up to the primary itself.
However, Musgraves said Monday that he reported limited activity to the Missouri Ethics Commission as required by law and that he didn't have to file a finance report because of that limited activity. He was not opposed in the Republican primary.
Musgraves filed his required quarterly reports in July and April. His latest report, filed July 13, shows that he has raised nearly $8,000 for the election.
The Missouri Ethics Commission has not responded to a request for comment.
Mann has filed the required reports but he has also filed amended versions of his April and July quarterly reports because of a question about an item initially deemed an in-kind contribution, according to papers filed with the Missouri Ethics Commission.
He has raised about $31,700 for the race, according to Mann's last finance report.
The 50th District takes in a large chunk of southern Columbia along with some unincorporated areas after being redrawn this year.
Musgraves received 2,268 votes in the primary to Mann's 2,670.
The penalty for not filing is a $100 fine for each day the paperwork is late until after the election, when it goes down to $10 per day.
