The Missouri General Assembly passed a bill to cut personal income taxes Thursday.
Gov. Mike Parson is certain to sign it -- he was outspoken in his pleasure that the cut passed. But critics say middle-class families won't see much benefit from the cuts. Instead, millionaires will see tangible relief, according to the Missouri Budget Project.
