Sex offender faces more charges for child sex crimes in Cole County

A registered sex offender in Cole County who was charged last month with child sex crimes has been charged in another case.
Jimmie Payne, 38, of Jefferson City, was charged in November with second-degree child molestation and attempted second-degree child molestation. He is being held at the Cole County Jail without bond. A preliminary hearing is scheduled for 2 p.m. Thursday, Dec. 19.
Payne was charged on Monday with second-degree child molestation, second-degree statutory rape and being a sex offender near a park. Hearings for that case have not been scheduled.
In the new set of charges, a hotline service told police on Nov. 21 that it was speaking to a victim who stated they were in an “ongoing sexual relationship” with Payne, court documents say.
The victim allegedly told police that they had been meeting with Payne multiple times a week since April and that one of the locations of their “sexual encounters” was near a city park, the probable cause statement says.
The youth allegedly hid their age from Payne, but eventually disclosed it “at the beginning of the relationship,” the statement says. The victim made the hotline report after seeing Payne was wanted in the other child molestation case, the statement says.
In the first case, that victim told officials that they were assaulted by a man in the laundry room of a residence, court documents say. The victim fought off Payne during the assault and he eventually left, the probable cause statement says. Another person saw the assault occur, the statement says. The victim’s parent was not aware of the assault until authorities told them, court documents say.
Payne is a registered sex offender and previously pleaded guilty in 2018 to fourth-degree child molestation. He was sentenced to three years in the Missouri Department of Corrections.
