Columbia man accused of doing drugs, exposing self in public places after monthslong investigation

Cooper County prosecutors charged a man with felony drug and misdemeanor sexual misconduct charges Monday accusing him of smoking methamphetamine and exposing himself at rest stops and other public places.

Investigators allege Jay R. Miller, 45, was posting videos of his actions and posting them on social media. Those actions include visiting places such as Interstate 70 rest stops and recording himself smoking meth while dressed as a woman, according to a probable cause statement.

Miller performed sex acts on himself in some videos, the statement says.

Prosecutors charged him with two counts of felony drug possession after deputies allegedly found meth on him at an I-70 rest stop Monday. Miller is also charged with three misdemeanor counts of sexual misconduct.

Investigators became aware of the videos last December and began an investigation, according to the statement. They allegedly found videos and pictures of Miller from Interstate 70 rest stops, the lookout point at the Big Muddy National Wildlife Refuge, the Taylor's Landing boat ramp in Cooper County and locations along gravel roads and treelines in counties including Boone, Cooper, Randolph and Howard.

Some images were taken in the daytime, the statement says.

Miller posted a $20,000 bond after being booked into the Cooper County Jail. No hearings have been set in his case, according to court records.
