Multiple people arrested in Mid-Missouri, accused of breaking Halloween sex offender rules

Multiple people were arrested in Mid-Missouri on Tuesday on suspicion of not complying with sex-offender Halloween restrictions.

In Chariton County, Timothy Schnetzler, 42, of Salisbury, was arrested on suspicion of several charges. He was charged with failure to register as a sex offender, drug possession, two counts of first-degree endangering the welfare of a child, resisting arrest, and misdemeanors including failure to comply with Halloween-related restrictions for sex offenders and two counts of unlawful possession of drug paraphernalia.

He is being held at the Randolph County Jail on a $5,000 bond. A court date has not been set.

According to the probable cause statement, Schnetzler did not register his current address. He was described as a Tier-3 sex offender and has to register every 90 days, according to the statement.

The statement says Schnetzler also had Halloween restrictions, including staying at his residence between 5 p.m.-11:30 p.m., leaving all outdoor lights off and posting a sign stating, “No candy or treats at this residence.”

Schnetzler allegedly pulled up in a vehicle to a residence with his spouse and children, and a deputy had asked where he came from, the statement says. Schnetzler allegedly stated he was out trick-or-treating. The deputy allegedly reminded him of his restrictions.

Schnetzler allegedly became “agitated” and asked the deputy why he was being “gung ho” about the situation, according to the statement. The deputy then tried to arrest him, and Schnetzler resisted, according to court documents. The sheriff eventually pulled up and told Schnetzler to stop fighting.

Several drugs were apparently found on Schnetzler, according to the statement.  A member of the Missouri Drug Taskforce eventually told deputies that Schnetzler was seen at a trunk-or-treat event at Salisbury High School on Sunday, according to the statement.

PETTIS COUNTY

The Pettis County Sheriff’s Office wrote on its Facebook page that two people were arrested on accusations of Halloween noncompliance.

Lacey Rockhold and Timothy Holland were both arrested on accusations of noncompliance with sex offender Halloween rules. Charges were not available Wednesday on Casenet. The sheriff’s office stated in the post that another six warrant applications were submitted.

The department and the Sedalia Police Department conducted sex-offender-compliance checks at 96 residences Tuesday, the post reads. The sheriff’s office stated letters were mailed to those who “fall within the restrictions.”

COOPER COUNTY

One man, Aaron Jonker, was listed on the Cooper County Jail roster with an accusation of failure to comply with Halloween-related restrictions and failure to register. Details of his arrest were not available. Charges were not available on Casenet. He was listed as being on a 24-hour hold earlier in the day. He was not on the jail roster by Wednesday evening.
