Woman charged, allegedly used credit cards stolen from car at preschool

A woman was arrested and charged after allegedly stealing a backpack filled with credit cards and personal items from a vehicle at Green Meadows Preschool on Thursday.

Julia Anne Elizabeth Nelson, 34, was charged with stealing and fraudulent use of a credit/debit device. Her address on Casenet is listed as Prescott, Wisconsin, but is listed as St. Paul, Minnesota, according to Boone County Jail records. She was found by police while driving a Jeep with Georgia license plates.

She is being held at the Boone County Jail on a $100,000 bond. An arraignment was held Friday and a confined docket hearing is set for 1 p.m. Monday. A preliminary hearing is scheduled for 1:30 p.m. Wednesday, Oct. 4.

According to the probable cause statement, the victim called police around 7:30 a.m. and had been talking to school staff about an hour prior to ask about looking at their security cameras. Police say that a black Jeep Wagoneer was seen in the video. A man allegedly got out of the vehicle, opened the victim’s car door and took a backpack before leaving.

The victim stated that the backpack contained credit and debit cards, keys, her driver’s license and other items, according to the statement.

Later in the day, the victim contacted police to say she was notified by her bank that one of her cards was frozen because of a possible $909.88 fraudulent charge at the Conley Road Walmart. Security footage allegedly shows a woman – later identified as Nelson – trying to purchase Visa gift cards at a self-pay station, the statement says.

An employee gave police a receipt of the attempted purchase that shows the last four digits of the victim’s credit card, the statement says.

Around 3:50 p.m. the same day, the victim called police again and stated a $3,000 withdrawal was made from her account at Regions Bank on Paris Road, the statement says. About a minute later – according to the statement – police found a black Jeep Wagoneer that was driven by Nelson and found a booklet with the victim’s name and personal information.

Police also found a credit card with the victim’s name and a hoodie worn inside the Walmart by the woman in the video, the probable cause statement says.
