Boonville man charged with a sex crime after incident at a park

BOONVILLE, Mo. (KMIZ)

Boonville police arrested a man Thursday morning after a report that he was masturbating at a picnic table at Rolling Hills Park.

A Cooper County prosecutor has charged Robert Lee Kelly, 24, with first-degree sexual misconduct.

Officers responded just after 8 a.m. to the park and found Kelly, 24, who matched the description given by the witness, in the park.

Officers observed the scene and developed probable cause to arrest Kelly, who was then transported to the Cooper County Detention Center.

Kelly's bond was set at $500 cash or surety. He posted bond and was released from custody.

Kelly does not have a defense attorney listed according to online court records.
