The Columbia City Council voted Monday night against an ordinance that would have completely banned police use of chokeholds.

The tactic came under scrutiny this summer after the death of George Floyd in Minneapolis as an officer knelt on his neck. The incident magnified the debate over police use of force, particularly when it comes to interactions with minorities.
