City of Columbia needs survey responses for Community Development Block Grant

COLUMBIA, Mo. (KMIZ)

The City of Columbia is going to receive an additional $737,588 in Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD) due to Congress passing of the CARES Act.

City of Columbia Housing Programs Manager Randy Cole says "We are entering into a public engagement and formal Request for Proposal (RFP) process over the next few months to ensure we are allocating funds to community priorities and viable projects."

Columbia residents are invited to complete the following survey to help identify affordable housing and community development needs related to the impact of the COVID-19 Pandemic.

The schedule was detailed in Cole's October 5, 2020 Council report:

  • October 5th: Council report for funding process considerations
  • October 11th: Public Hearing notice HCDC
  • October 21st: HCDC Public Hearing: CDBG-CV funding priorities
  • October 28th or 29th: Public Engagement Focus Groups
  • November 18th: HCDC Meeting: Consideration of RFP(s) to be Released
  • December 7th: Council Report and Update on RFP Approach and Funding Priorities
  • December 16th: HCDC Meeting: Funding Recommendations
  • January 4, 2021: Council Consideration of Allocation Plan for CDBG-CV Round 3
  • January 5, 2021: CDBG-CV Round 3 Plan Submission to HUD
  • February 4, 2021: Estimated date of HUD approval

Funding awards made through the RFP process will be for eligible local non-profit organizations. Additional funds may also be designated for for-profit small businesses through our Microenterprise Recovery Loan Program or Small Business Recovery Loan Program. Priorities for different funding uses/entities will be identified in the coming months.

The results of this survey will be one of several public input tools and opportunities to inform the expenditure of these CDBG funds.
