Boone County Commission approves detainee-housing agreement with Montgomery County

BOONE COUNTY, Mo. (KMIZ)

The Boone County Commission unanimously approved a detainee-housing agreement with Montgomery County during its Tuesday night meeting.

The Boone County Sheriff's Office asked the Commission to formalize an intergovernmental cooperation agreement with the Montgomery County Sheriff's Department to provide and maintain available bed space capacity for Boone County detainees.

The agreement will cost the county a minimum of $492,750, with an average detainee rate of $45.00. The agreement would cover the cost of 30 beds for 25 male and five female detainees. The agreement will maintain the 30-bed space each month, with an additional bed being available for an additional $45 a day.

In 2022 the Boone County Jail spent an additional $200,000 on 2022 its $300,000 out-of-county detainees budget. The contract would be a $4-per-day increase from the previous MCSD contract signed in 2021.

The agreement states that MCSD reserves the right to refuse acceptance, or request removal, of any detainee showing violent or disruptive behavior, or any detainee suffering from a medical condition MCSD is not equipt to handle.

According to the contract, the covered costs include:

  • Inmate Transportation: Montgomery County Sheriff's Department's Transport Team will attempt to transport inmates for pick up or group off as Court Service staff becomes available, within the 8 a.m.-4 p.m. Monday-Friday window at no additional cost.
    • Boone County Sheriff's Office will be charged $25 plus .575 cents per mile for multiple transports in one day, after hours and over the weekend.
  • Inmate Court: Montgomery County Sheriff's Department has a video system that can be used by the Boone County Circuit Court for Boone County detainees housed in Montgomery County at no additional charge.
  • Inmate Medical/Sick Call: Montgomery County Sheriff's Department has a contract with Advanced Correctional Healthcare Service, as well as a licensed practical nurse, and a family doctor on sight once a week.
    • The Boone County Sheriff's Office will not be charged for Inmate sick call Requests submitted by inmates, or for prescriptions prescribed by its doctor, that are kept in stock.
    • The Boone County Sheriff's Office will be charged for emergency prescriptions that are not in stock, and that have to be obtained at a local pharmacy.
  • Inmate Medical Transport to Hospital: Montgomery County Sheriff's Department will attempt to transport inmates to the University Hospital in Columbia.
    • As long as it is medically safe, Montgomery County Sheriff's Department will transport inmates to hospitals, at no additional cost.
    • Montgomery County Sheriff's Department will provide security for up to three hours. Boone County can choose to send relief and transportation following a discharge or request. Montgomery County Sheriff's Department's continued security for $25 an hour.
  • Inmate Mental Health Services: Montgomery County Sheriff's Department has a partnership with Mexico Arthur Center Community Health. Boone County detainees may receive care at no additional cost.

"The Boone County Jail is simply not big enough to house the number of detainees we are statutorily obligated to house," Boone County Sheriff's Office Capt. Brian Leer said in an email.  "The court dictates a person’s custody status and we do not have discretion on who we will be responsible for housing."
