JEFFERSON CITY, Mo. (AP) — A proposal to make it harder to amend Missouri constitution has failed, and lawmakers say that could ease the path for voters to restore abortion rights in the state. The Republican-led Legislature failed to approve a measure that would have asked voters to raise the bar to change the state constitution. Without that, the Republican House speaker says he believes a ballot initiative to restore abortion rights will pass. The state outlawed abortions in most cases after the U.S. Supreme Court overturned Roe v. Wade in 2022.
