What is known about a plane crash in Kazakhstan that Azerbaijan says was caused by Russia?

The Wednesday crash of an Azerbaijani airliner in Kazakhstan has killed 38 of 67 people on board. Azerbaijan Airlines’ Embraer 190 was en route from the Azerbaijani capital Baku to the Russian city of Grozny in the North Caucasus when it was diverted and crashed while attempting to land near Aktau in Kazakhstan. Experts and officials in Azerbaijan and the U.S. suggested the plane may have been brought down by weapons fire, as Russia’s air defenses were fending off a Ukrainian drone strike near Grozny. Azerbaijan’s President Ilham Aliyev said Sunday that the plane was shot down by Russia, albeit unintentionally. Russian President Vladimir Putin on Saturday apologized for what he called a “tragic incident,” but stopped short of acknowledging that Moscow was responsible.
