Man arrested in Arizona, appears in Boone County court in relation to 2016 crash

COLUMBIA, Mo. (KMIZ)

A Kansas City, Missouri, man appeared in court Monday on charges stemming from a 2016 Boone County crash.

The man was linked to the crash from a 2018 lab report, according to the probable cause statement.

Troy Kounts, 56, was charged in 2018 with first-degree tampering with a motor vehicle and leaving the scene of an accident. He was arrested June 5 in Arizona and was extradited to Boone County. He was brought to the Boone County Jail on Sunday is being held on a $25,000 bond.

Kounts appeared in court by video from the jail Monday afternoon. A confined docket hearing is scheduled for 1 p.m. Tuesday, while a preliminary hearing is set for 9 a.m. Thursday, Aug. 3. A bond investigation was ordered.

Missouri State Highway Patrol troopers investigated a crash Aug. 5, 2016, for a stolen vehicle from Kansas City. Several areas of the vehicle – including the air bags, steering wheel and parts of the exterior – had blood on them, according to the probable cause statement.

The blood was swabbed and sent to the patrol’s lab in 2016 for analysis. In February 2018, the lab report included a DNA profile that was linked to Kounts, according to the probable cause statement.
