Ashland man accused of fatally shooting neighbor’s dog

An Ashland man was charged and arrested Sunday after he allegedly shot and killed his neighbor’s dog.

Logan T. Forsee shot the chocolate Labrador retriever on March 18 after the dog got into his trash, court documents said. Forsee told police the dog growled at him, so he went and got his gun and shot at the dog five times, hitting it twice and causing mortal wounds.

The dog was about 20 feet away from Forsee and standing still when Forsee shot the gun, court documents said. Forsee told police he was not in fear of the dog attacking him at the time and continued to shoot as the dog ran away.

Forsee told police he shot in an attempt to kill the animal so it would not return, according to the probable cause statement.

Forsee lives outside Ashland in Boone County, where ordinances on the books outline the responsiblities of pet owners and how animal control investigations are initiated.

According to Boone County animal control ordinance 2.4.1, it is the animal owner’s duty to “take all reasonable and necessary steps and precautions to protect other people, property, and animals from injuries or damage which might result from their animal’s behavior, regardless of whether such behavior is motivated by mischievousness, playfulness, or ferocity.”

According to animal control ordinance 2.4.2.1.1, any complaint made against the animal would be investigated. Boone County Animal Control said complaints can be made anonymously, but they have no record of a complaint from Logan Forsee or anyone at his address.

Forsee was released from jail after posting a $5,000 bond. He’s charged with animal abuse and is set to appear in court on April 11.

ABC 17 News went to Forsee’s house to speak with him, but he left as soon as the crew arrived. Forsee’s lawyer did not want to comment.
