Jefferson City police arrest man accused of dumping paint on the walls and floor of the basement

Jefferson City police arrested Jacob Otto on Friday after officers responded to the 1500 block of East High Street for a possible burglary.

According to the probable cause statement, Otto entered and remained inside the building, which was occupied by workers.

Police said the victim observed Otto inside the basement.

Officers said Otto dumped grey/blue paint on the walls and floor of the basement and broke a street lamp and picture frame.

The victim estimated the damage to be around $450, officers said.

Police said Otto ran from them after officers gave him multiple verbal commands to stop.

Officers said Otto was in possession of four smoking devices with burnt marijuana residue.

Otto also stole wall pictures from the building, which were valued at less than $200.

When police asked Otto why he was inside of the building, he said he went in to change his clothes because he slept in his car the previous night.

Otto was arrested and charged with burglary, resisting arrest, stealing, property damage and unlawful possession of drug paraphernalia.
