Boonville woman arrested after authorities accuse her of not providing necessities to 4 children

Boonville police arrested Kristine Owings on Wednesday after completing a home check at Owings’ apartment.

According to the probable cause statement, officers were asked to participate in a home check .

Officers said they found Owings neglecting her four children, who were all under the age of 7, failing to provide basic necessities and cleanliness.

Officers said when they entered the residence they observed no beds in the apartment for the three adults and four children living there.

Officers said they noticed laundry, food and crumbs all over the floor.

There were dirty dishes sitting on the counters and what looked like dried vomit on the kitchen floor, officers said.

According to the press release, there was no working water in the apartment or bathroom and there had not been since they moved into the apartment one week ago.

Officers said the bathroom was dirty, with un-flushed toilets and trash inside the bathtub.

Officers said they looked over the children and the 1-year-old appeared to have multiple insect bites on his head and looked like he had not been properly cleaned for quite some time.

Officers said they asked Owings to pack clothing for the children, Owings giving officers clothes with dried vomit and food on them for the children to use.

The juvenile officer said she was at the residence on Friday and it looked worse than when she last visited.

Owings was given five days to clean the residence.

Owings was charged with abuse or neglect of a child.
