Columbia man charged after toddlers found wandering the street
On Tuesday, a Columbia man was charged after a neighbor found two small children wandering nearly-naked and unsupervised in the street.
The neighbor said the toddlers had diapers “hanging to their knees,” like they hadn’t been changed. One of them was carrying a pair of broken scissors.
According to court documents, Michael Richmond said he was sleeping when the children got out of the house.
Richmond now faces four counts of endangering the welfare of a child for the incident that happened on July 6 and another incident from June.
Police said they have been called for multiple welfare checks on the same children.
