Jefferson City double homicide suspect in custody
UPDATE 11/11: This story has been updated with corrected details regarding Rapier’s previous conviction, after ABC 17 verified an error in a court document.
UPDATE 11/10: Information on both victims was not released last night due to notifications to family members.
We now know the victims are Ciera Kolb, a 27-year-old Cole County female and Micah Hall, a 27 year-old Jefferson City male.
Police located Rapier coming out of the woods in the lower parking lot of Riverside Park late Thursday morning. Rapier appeared to be suffering from previously inflicted wounds that required medical attention, and Rapier was transported by EMS and JCPD officers to an area hospital for treatment. He is listed to be in fair condition.
Both victims died from their injuries, consistent with a sharp object, which has not yet been located. Police Detectives are continuing the investigation at this time.
According to the probable cause statement, both Kolb and Hall were romantically involved. An Ex Parte order was in effect against Rapier at the time of the attacks. The report also identifies Kolb as Rapier’s ex-girlfriend. Rapier pled guilty to second degree assault and first degree property damage for an incident that occurred on May 6, 2015, where he stabbed a male that was with Kolb at the time. Rapier was sentenced to three years in prison. He was released to probation and parole earlier this year.
The PC statement goes on to detail that Rapier had posted threats on Facebook Tuesday that appear to be intended toward Kolb. Earlier in the day Wednesday, law enforcement received a report of a threatening e-mail, and three hours later, reports were made of threatening calls from a blocked number. The subsequent assault incidents occurred at 7:24 p.m., just two and a half hours after the reported threatening calls.
ORIGINAL STORY: The Jefferson City Police Department is reporting that the suspect from the double homicide that occurred Wednesday night is in custody.
Police responded to the 100 block of Grant Street at 7:30 p.m. Wednesday for an assault. When they arrived, they found two victims with serious injuries who later died.
