Man charged in Morgan County for driving while intoxicated near children trick or treating

A man has been charged with DWI as an aggravated offender on Halloween in Morgan County after almost hitting a firefighter at the Gravois Mills Halloween Trunk or Treat near Highway 5 and Washburn Street.

Franky Kelsay was driving near the event when he was pulled over after a Gravois firefighter told a deputy with the Morgan County Sheriff’s Office that he had almost been hit by Kelsay’s vehicle.

The deputy smelled intoxicants on Kelsay’s breath. The deputy asked Kelsay if he saw the firefighters helping the children cross Highway 5, and he said he didn’t.

Kelsay was asked to do a field sobriety test after the deputy asked him to step out of his vehicle and Kelsay couldn’t maintain his balance. Kelsay refused to take the field sobriety test, but did take a breathalyzer test. Kelsay’s BAC was 0.295.

Kelsay was charged with DWI-Aggravated Offender in Camden County in 2012 and with DWI-Persistent Offender in Camden County in 2003.
