Columbia City Council to cover roll cart repeal and new ward boundaries

The Columbia City Council is set to discuss roll cart repeal proposals and new ward boundaries at Monday night's meeting.
Roll Cart Agenda Items
The first proposed roll cart agenda item up for a first read deals with a petition signed by 3,244 Columbia residents to repeal the ban on roll carts in the city.
In 2016, 53% of residents voted to ban roll carts within city limits.
The first agenda item would allow city council members to repeal the ban on the use of roll carts and allow for the use of automated collection vehicles for roll carts.
The second roll cart agenda item up for a first read would leave the ban on roll carts up to voters during an election in August.
The suggested council action recommends the council should either pass the ordinance to repeal the ban on the use of roll carts or the ordinance to allow voters to decide during the municipal election on Aug. 2.
New Ward Boundary Proposals
The city council has three different new ward map proposals to choose from at Monday's meeting. The council memo states these new maps would help correct inconsistencies in boundary lines across the wards based on the 2020 Census data.
Trial A Ward Map
The first proposed map would move over 3,600 people into different wards with major movement from the 1st ward to the 2nd ward and the 5th ward to the 4th ward.
Movement
- Move 1,125 people from the 1st ward to the 2nd ward
- Move 1,853 people from the 5th ward to the 4th ward
- Move 695 people from the 6th ward to the 5th ward
- No change to the 3rd ward
Trial B Ward Map
Trial map B would make changes to the 1st, 2nd, 4th, and 5th wards with no change to the 3rd ward. This is similar to trial map A's proposal. Option B would also impact similar areas to trial map A with movement between Stadium Boulevard and Silvey Street.
Movement
- Move 1,225 people from 1st ward to 2nd ward
- Move 1,135 people from 5th ward to 4th ward
- Move 698 people from 6th ward to 4th ward
- No change to 3rd ward
Trial C Ward Map
Trial map C would have the most movement out of all the wards. Option C moves more than 6,500 people into different wards.
Attached below are the three different proposed ward maps with the changes. The council also has potential additional map changes which could be made to any of the maps proposed.
Movement
- Move 1,132 people from 1st ward to 6th ward
- Move 189 people from 1st ward to 2nd ward
- Move 274 people from 3rd ward to 1st ward
- Move 1,147 people from 3rd ward to 2nd ward
- Move 1,270 people from 6th ward to 3rd ward
- Move 1,853 people from 5th ward to 4th ward
- Move 695 people from 6th ward to 5th ward
Whichever map the city council chooses, the new ward boundaries won't be put into place until after the April elections.
The city council is scheduled to meet at 7 p.m. at Columbia City Hall.
