Jefferson City Council to consider proposed art and entertainment complex

A new art and entertainment complex could be coming to Jefferson City.

Two bills were introduced to the city council Tuesday to rezone and redevelop a large property in the 600 block of East Capitol Avenue.

Property owner Holly M. Stitt’s plans for the existing building at the corner of Lafayette and Capitol Avenue would include a music venue, art studios and a upper-level theater space.

The 28,000 square-foot building sat vacant for 11 years before Stitt bought the property and started renovating it about four years ago, according to Stitt.

“With the revitalization of this area and the historicalness of the street, this actually brings more unique aspects to Jeff that we don’t have already,” Stitt said.

Tuesday, city staff brought up possible concerns with the nearby homes including the fact that the music venue would serve alcohol and be open until 1:30 a.m. on weekends.

But council members said the property owner has been mindful to the neighborhood and several residents have voiced support of the plans.

In the development proposal, Stitt said she planned to soundproof the interior walls of the venue to reduce noise to the surrounding neighborhood.

“They know that they’ve got residents in the area and they’re trying to make adjustments and make it work,” First Ward Councilman Jim Branch said.

City staff recommended to approve the zoning change.

The city council is set to hold a public hearing and vote on the issue at its Dec. 19th meeting.
