Veto session starts at the state Capitol this week

The 2015 veto session is set to begin at the state Capitol in Jefferson City starting Wednesday afternoon.

The session starts at noon and could run into Thursday.

There are several high-profile bills awaiting decisions this year, including House Bill 116, 150, 722, 1022 and Senate Bill 20 and 142.

House Bill 116 covers the “right to work” issue. That bill says that an employee must not be denied employment because they don’t join a union or pay union dues. The law would also make sure that unions provide services to their members that justify the dues that they’re paying.

House Bill 150 would reduce the number of weeks of unemployment benefits when the unemployment rate is low, and prohibits a former employee with a severance package from collecting unemployment while receiving severance pay. The Missouri House has already voted to override Governor Nixon’s veto on this bill. There’s no time limit on the vote in the Senate to also override his veto.

House Bill 722 clarifies the supremacy of state law in the area of employment, including minimum wage. The bill would also forbid ordinances that ban plastic bags at retail stores.

House Bill 1022 allows insurance companies to reward people and businesses that do not file claims against their policy by returning a portion of the premium they have paid.

Senate Bill 20 would allow commercial laundry services the same sales and use tax exemption that is allowed for manufacturers.

Finally, Senate Bill 142 would require the Missouri DNR to prepare and submit implementation impact reports prior to sending a plan to the EPA.
