Columbia changed its trash system earlier this year to require residents to use designated bags.

The city provides vouchers for a limited number per year, with vouchers for 26 for each household going out this week. Customers have to pay more for extra bags.

City officials say the system helps reduce waste and takes less of a toll on workers. But people unhappy with the new system have complained about the quality and quantity of the city-issued bags.
