The FDA said Thursday that it has started the process of banning menthol cigarettes and flavored cigars.
The agency says the products disproportionately affect young people, low-income people and minorities. The flavored products make smoking more attractive to new smokers, public health advocates claim.
Tobacco company Altria, which owns Philip Morris, says prohibition does not work.
