Man accused of using child as ‘shield’ in 2019 after police chase found guilty of multiple charges

JEFFERSON CITY, Mo. (KMIZ)

A man who was accused of using a child as a shield from police in 2019 after crashing into multiple Jefferson City police vehicles was found guilty of multiple charges by a jury, according to a press release from Cole County Prosecutor Locke Thompson.

Samuel Allen, 46, of Jefferson City, was found guilty of endangering the welfare of a child and resisting arrest, the release says. He was found not guilty of kidnapping. A sentencing hearing is scheduled for Aug. 1. Allen is being held at the Cole County Jail.

Previous reporting indicates that Allen had a warrant for his arrest and did not stop for police on Nov. 13, 2019. Allen allegedly hit multiple police vehicles before his vehicle became disabled.

Allen had a small child in his vehicle and did not immediately surrender or let police inside the vehicle to get the child, a Jefferson City Police Department spokesman said in 2019. Allen allegedly used the youth as a shield to avoid being arrested, but surrendered after a brief negotiation, previous reporting indicates.

In another case, Allen is charged with third-degree domestic assault and second-degree property damage, a misdemeanor. A hearing in that case is scheduled for 1 p.m. Thursday, Aug. 15.
