Rishi Sunak is promising to change Britain. He starts with railway cuts and a crackdown on smoking

MANCHESTER, England (AP) — U.K. Prime Minister Rishi Sunak has told his Conservative Party he’s not afraid to make tough decisions for long-term change. Sunak said in a speech to the party conference on Wednesday that the proof lies in his decision to curtail the embattled High Speed 2 railway project that was planned to link London and Manchester. That is causing ripples. So is a proposal to ban smoking for the next generation. Whether the bold moves translate into success for the right-of-center party in an election next year is another question. The party is trailing in opinion polls and an election is due next year.
