Last year Republican lawmakers and Gov. Mike Parson celebrated the passage of a massive income tax cut worth hundreds of millions of dollars.

The new House speaker, Rep. Dean Plocher, said this week when the legislative session opened that he'd like to see more money given back to taxpayers. But last year's cuts were met with criticism from some that the state was cutting taxes while not properly funding some programs.
