Jefferson City council to discuss development agreement for Capitol Avenue buildings on Monday

On Monday, the Jefferson City Council will discuss a redevelopment agreement for properties along Capitol Avenue and Adams Street.

According to the city's East Capitol Avenue Blight Study, multiple issues were identified in the area including:

  • Poor or inadequate street layout
  • Unsanitary or unsafe conditions
  • Worn-out or damaged property improvements
  • Incorrect subdivision or outdated land planning
  • Conditions posing a risk to life or property from fire or other dangers

ABC 17 News signed a waiver in May to walk through the 401 East Capitol Avenue building. It was discovered that the home had noticeable water damage, a hole in the roof, holes in the flooring, animal waste and piles of garbage.

As part of the East Capitol Avenue project, the city acquired 20 properties in March. The plan includes removing five existing structures and developing 15 vacant lots. So far, Allstate Consultations LLC has conducted structural evaluations on five properties.

A breakdown of the estimated costs are:

  • 113 Adams Street - $202,240.19
  • 401 East Capitol Avenue - $187,675.02
  • 413 East Capitol Avenue - $557,006.15
  • 419 East Capitol Avenue - $300,598.53
  • 429 East Capitol Avenue - $1,157,564.54

113 Adams Street, 401 East Capitol Avenue, and 429 East Capitol Avenue are owned by the city. 413 East Capitol Avenue and 419 East Capitol Avenue are under a development agreement with GKS Management LLC. The estimated cost to restore these structures is over $2.4 million.

The city's East Capitol Avenue Urban Renewal Plan, initiated in November 2016, is projected to be completed by Dec. 31, 2026.

Monday's meeting is scheduled for 6 p.m. at Jefferson City Hall.
